Taking the complexity out of payroll

Expert guidance on HMRC payroll reporting

Something many businesses owners don’t realise (until it’s too late) is that missing a filing or payment deadline, as set by HMRC, can result in costly penalties and fines that escalate as the days tick by. Plus, with frequent updates and changes to HM Revenue and Customs payroll regulations, the pressure placed on employers to stay informed and consistent across these processes, whilst continuing to growing their business, can be overwhelming.

When it comes to understanding the complexities of HMRC reporting, you need a reliable source you can trust. Payroll Solutions Services have built a reputation as experts in all areas of payroll, including HMRC reporting, offering our clients clear, accurate guidance, and timely services, tailored to the needs of UK employers.

What is a HMRC report in payroll?

A HMRC report is a requirement for registered employers to submit to Her Majesty’s Revenue & Customs (HMRC) that provides details on employee earnings, tax, and National Insurance contributions. Introduced in 2013, HMRC payroll reporting ensures that employee data is reported accurately and in real time.

Employers must submit a real time information report each time they pay an employee, whether weekly, fortnightly, or monthly, as part of their ongoing HMRC reporting obligations. Staying compliant with HMRC payroll requirements is essential to any robust business, no matter how small or large, with the two primary components being Full Payment Submissions (FPS) and Employer Payment Summaries (EPS).

What is included in a Full Payment Submission (FPS)

A Full Payment Submission (FPS) is a key component of HMRC payroll reporting, submitted every time an employer pays their staff, therefore meaning if an employee is paid weekly, then it is submitted weekly. It provides HM Revenue and Customs payroll systems with information, including

  • employee pay

  • tax,

  • national insurance deductions,

  • and student loan deductions.

It also includes employee personal details, including their name, date of birth, working hours and pay frequency.  Forming part of real-time HMRC reporting, the FPS ensures accurate and up-to-date payroll records for each pay period.

What is included in an Employer Payment Summary (EPS)

An Employer Payment Summary (EPS) is an important part of HMRC payroll reporting, used when adjustments need to be made to reporting that aren’t included in a regular Full Payment Submission, meaning it is situationally submitted.

This includes:

  • reporting statutory payments reclaimed,

  • employment allowance,

  • or periods with no employee pay.

The EPS must be submitted to HMRC by the 19th of the following tax month, it ensures that HMRC reporting remains accurate and reflects the true liability of the employer.

FAQs

What payroll information should I report to HMRC?

HMRC require an extensive amount of information from employers in their payroll reports, in order to track employer and employee details and data. Known as Real Time Information, this information includes employee personal details such as date of birth, address and national insurance number, plus employee tax deduction details, such as student loan deductions, gross pay and statutory payments.

How much can you earn before reporting to HMRC?

When reporting to HMRC, anything below £1000 earned in the tax year is not required to be reported. However anything above £1000 earned requires reporting to HMRC.

What happens if FPS is late?

If your FPS is filed late to HMRC, you may face penalties unless you have a valid reason. HMRC could charge monthly fines and request explanations. Consistent lateness increases penalties, and inaccurate filings may also trigger compliance checks, or further action.
